The California Association of Supervisors of Child Welfare and Attendance (CASCWA) will be hosting its Annual State Conference at the Hyatt Regency in Downtown Sacramento on April 17-19, 2013. Designed for school administrators, law enforcement, probation officers, district and city attorneys, mental health professionals and others specializing in school safety, student discipline and attendance, crisis response, and student support services.  The conference annually draws between 250 to 300 attendees.

Betty Folsom, CASCWA State President​

​Jurupa Unified School District

​

Beginning as a secondary school teacher in 1968, Betty Folsom subsequently became a counselor, drug and alcohol intervention specialists, district level grant writer targeting early prevention and intervention for students at risk, and finally a Riverside County Office of Education administrator delivering Student Assistance Program staff development as well as Child Welfare and Attendance technical assistance to the 23 school districts in the county.  She continues her forty year journey in education, identifying school and community resources that address the barriers to learning, thereby strengthening communities, families and students.  She relies on evidence based programs and data to provide dynamic resources for parents, as she focuses on positive change for children and youth.

​ "Capitol-izing on Student Success"... Our conference focus is on the Five Strands: Attendance Success, Student Support Services, Discipline and Related Policies, Prevention and Intervention and Students with Disabilities.  CASCWA, in cooperation with the California Department of Education - School Attendance Review Board (SARB) recognizes outstanding programs at the district or county level that serve as models for other SARBs in the state.

CASCWA makes history and we are excited to announce our first Model SARB awards at the Capitol.  We are grateful to Senate President Pro tem Darrel Steinberg office for sponsoring CASCWA.  We have the distinguished honor in presenting the 2013 State Model  SARB awards at the State Capitol in Senate Committee Room 4203.

The Speaker
He has delivered thousands of presentations ranging from High School gymnasiums packed wall to wall with students to closing keynotes at corporate sales rally's at AT&T Park (home of the 2010 World Champion SF Giants) to kicking off Character Combine events that are jammed packed with team captains and coaches.

The Author
Kevin has written two books (and co-authored six) on a variety of subjects, including leadership, motivation, greatness, achievement, and change. He has also released scores of audio programs on these and other ever-relevant and life-changing topics.​
​

​

The College Student, Athlete, and Graduate
Kevin Bracy earned his Associate of Arts Degree from American River College, where he played baseball.  He went on to earn a baseball scholarship to the University of Utah and was the team captain his senior year.  He left the University of Utah with a B.S. Degree in Sociology and a certificate in Criminal Justice.  After graduating, he went on to play two years of professional baseball in Canada.

​

The Giver
He gives a portion of the proceeds from his shows directly to the March of Dimes, an organization that prides itself on helping save babies. He chose the March of Dimes in honor of his two sons born prematurely.
He gave himself to a cause greater than himself by running a marathon to raise money and awareness for inner city students at Grant High School. He is proud to be a small part in the vision to build a Sports Health Academy and a brand new workout facility on their campus.​

The Family Man
Kevin's proudest accomplishment is his 14-year marriage to Jessica Bracy, as well as his three children: KendraJae, 18 (dancer, singer, actress), Kobe, 10 (speaker, negotiator, intellectual), and Kaleb (our angel since 2005, our Motivation to March for Babies forever).

Laurie is a School Social Worker with the Robla School District.  Prior to coming to Robla, she worked for CPS and with at risk foster youth in residential treatment.  She has been in her current position since 1999, providing counseling services, behavior intervention services, staff development and child welfare and attendance services.

Mr. Bill Cornelius, Sutter County Superintendent has over 34 years of experience in education as a teacher, counselor, coach, principal and superintendent in Colusa, Sutter and Butte Counties. Mr. Cornelius has excellent leadership, oversight, legislative involvement and makes services available to more than 20,000 public school students within Sutter County, which includes 12 school districts and 4 charter schools.  Services and programs include:

Sloan R. Simmons, Partner

​Lozano Smith ​

​

Sloan R. Simmons is a Partner in Lozano Smith's Sacramento office.  After serving as the firm's Student Practice Group co-chair for several years, he is now chair of the firm's Litigation Practice Group.  Mr. Simmons obtained his J.D. from the University of California Davis, School of Law (summa cum laude).  He has represented all types and sizes of school districts, specializing in student issues such as student discipline, student free speech, fees, student records, the Equal Access Act, and other constitutional and statutory rights and requirements.  He has contributed articles to a variety of leading publications and is a regular speaker before California's education associations, in addition to the National School Boards Association.  Mr. Simmons has presented workshops at the CASCWA annual conference for many years. ​
